What is the best way of buying a laptop which comes preloaded without an operating system?

I have been trying to find a cheap laptop lately. While I have been strongly considering one of the mini laptops out there (such as the Eee PC and the MSI Wind), I'd like to get a laptop without an operating system. I'd rather not use an auction site like ebay, so if I avoid that, how many other options do I have?

1. There aren't many places that sell computers without an operating system. Look for one with Linux installed, at least that way you aren't paying the "Microsoft tax", and you can install whatever you want.
